Job Description

The Manager for Commercial & Cost Construction will play a key role on the Construction Team with the need for both independent and collaborative work. Reporting to the SVP, Construction & Engineering, the person will be part of the full project life cycle. Responsible for reviewing, analysing, and maintaining accurate and detailed commercial documentation of the associated contracts, including but not limited to, commercial management, change control, applications for payment reviews, purchase orders management, cashflow development, budget baseline management., coordination and liaison with the Corporate Development Accounting Department.

Responsibilities:

Commercial and Cost Management

• Assists with establishing and implementation of cost management strategies and plans across the construction department.
• Review and Management of Change Management across all process and impact on project / department
• Reviews and approves all draws or invoices submitted for the projects prior to issuance to the accounting department.
• Utilizes analytic and quantitative decision analysis tools and techniques to infer/quantify/ estimate financial implications of risk and alternative reward and trade-off decisions.
• Establishes and manages the projects baseline costs with the project managers.
• Develops and maintains cashflows for all projects in coordination with the project managers and Senior Manager Scheduling.
• Monitors and reports on the project and department financial performance and ensures relevant risks and opportunities are reflected in project estimates. Provides early warning on issues and concerns.
• Reviews project cost models and assumptions to ensure consistency with Department requirements.
• Review of Payment process and impact on project / department
• Supports project teams to adjudicate claims/variation orders for additional costs received from subcontractors/suppliers/vendors.

Position May Also Include:
• Provides commercial leadership to Assistant, Project managers, Project Managers, Senior Project Managers assigned to projects.
• Review, and provide comments on all commercial matters related to projects
• Cross reference and verification of related contract documentation with commercial requirements to ensure compliance
• Maintain database of Department costs and expenditures
• Find efficiencies, provide strategies, and discuss with Development Managers, Accounting Personnel and Senior Leaders
• Develop and maintain templates for department wide commercial management
• Collaborate with Accounting and Legal regarding standardizing approval processes as they relate to budgets, budget reallocations, cheque requisitions, contract and purchase order terms and conditions
• Track, monitor and assess payments to vendors relative to accounting draws
• Provide the SVP and Senior Management with contract related reports, estimates, templates, and evaluations as requested
• Provide reporting (monthly or as required) to development managers as it relates to budgets and invoices, including costs to date, cost to complete, remaining budget and purchase order/contract amounts, etc.
• Liaise between development managers, accounting, and vendors

Academic/Professional Requirements:

• Strong project Accounting skills in relation to Construction and Real Estate Development
• Graduate of a recognized University program or Graduate of a recognized technical College or equivalent experience
• Project Accounting principles and development

Required Skills / Experience:

• 15+ years of relevant commercial and accounting administration work experience within the construction industry and/or real estate development sector
• Excellent oral and written communication skills with the ability to effectively communicate across all levels within, as well as, outside the company
• Exceptional organizational skills and attention to detail with the ability to manage and prioritize multiple projects
• Proficiency in MS Office 365 (Excel, Word, PowerPoint, Outlook, SharePoint, OneDrive), one or more of Adobe Acrobat, Nuance,
• Experience with Yardi Voyager 7.06 or 7S is an asset
• A understanding of construction and contracting principles, methods, procedures, and practices including contract administration relating to changes, claims and delays
